Allow Public Mission Templates

When creating a new mission people you will be able to choose from existing personal, workspace or community templates.
Users have control over their personal templates and workspace owners have control over workspace mission templates.
Community templates are templates created by other workspaces of varying quality and as a workspace owner you do not have control over which templates show up. If you would like to prevent people from seeing or using community templates on your workspace you can disable mission templates.
